Avigdor Lieberman has established clear political conditions for future coalition participation.

He has ruled out serving under Benjamin Netanyahu and has also rejected governing with the ultra-Orthodox parties Shas and United Torah Judaism.

Lieberman has linked those positions to disagreements over military recruitment, public education and religion-and-state policy.

He has also opposed coalition arrangements that include Arab parties.

These conditions create a substantial challenge in Israel's fragmented parliamentary system.

Forming a government requires assembling parties capable of sustaining a majority or securing sufficient parliamentary support for a confidence vote.

Excluding several political groups narrows the number of possible arrangements.

It does not make a coalition impossible, but it increases the importance of seat distribution and agreements among remaining parties.

Recent reporting has also identified differences between Lieberman and Gadi Eisenkot concerning minority-government arrangements.

Eisenkot has considered alternatives involving fewer than 61 committed coalition members, while Lieberman has opposed reliance on Arab-party support.

Ofer Winter has adopted a different public position, saying he would consider cooperation with various political figures if the resulting government preserved his core policy commitments.

Winter's statement does not establish which coalition he would eventually join.

It illustrates a distinction between categorical exclusions and issue-based conditions.

Both approaches have consequences.

Fixed red lines may provide predictability but restrict negotiations.

Conditional cooperation may increase flexibility but require difficult compromises.

For Lieberman and Winter alike, a credible coalition strategy must explain not only whom they would work with, but also which policies they would insist on implementing.
